Senior Commercial Manager

Location: Didcot, Leicester, or Cardiff. (2/3 days per week onsite)

Rate: up to £650pd inside IR35

Duration: 4 Months with further extension subject to financial approval

Clearance: BPSS

Overview:
The Commercial Lead will drive the development of commercial strategies and provide commercial model analysis for a Government Agency's key strategic programmes, including managing commercial contracts and grants. A key responsibility will be offering commercial guidance, participating in oversight boards, and ensuring compliance with commercial protocols.

Key Responsibilities:

Develop commercial strategies as part of business cases for major projects, evaluating models to maximise outcomes and encourage investment.
Innovate new commercial approaches, including public-private partnerships, equity shares, and loans to enhance market offerings.
Lead policy updates following public procurement reforms.
Assist the Assistant Director of Commercial in setting and maintaining standards for contracting and grant competitions, ensuring value for money and risk management.
Provide commercial advice and support to project teams, reviewing proposals, changes, and deliverables, and negotiating strong commercial results.
Prepare internal and external briefs and guidance for internal teams and suppliers.
Engage across the agency to support a consistent, medium-term commercial lifecycle approach.
Contribute to training on procurement matters and build effective relationships across government departments.Essential Criteria:

Commercial acumen to deliver effective, value-driven solutions.
Strong negotiation skills for favourable commercial outcomes.
Analytical skills for developing commercial and procurement strategies and presenting business cases.
Proven experience in negotiating contract terms.
Ability to balance the needs of others while adhering to government standards.
Risk identification and mitigation in procurement processes.
Experience with complex projects or programmes.
Excellent communication skills, both written and verbal.
MCIPS (Level 3+) or equivalent and Contract Management Capability Programme - Expert Level.Desirable Criteria:

Experience with grants and understanding of functional standards for grants.
Project management qualification (e.g., APM, PRINCE2, MSP).Please Note: Only candidates with Contract Management Capability Programme experience will be considered.
